The majority of Supreme Court (STF) Justices decided today (Mar. 16) to uphold its December ruling establishing the rules for the impeachment proceedings against President Dilma Rousseff, previously under deliberation in the lower house.

The decision maintains the previous ruling, which bans the creation of a special ticket with opposition congresspeople, to be formed for the election of a special commission in the Chamber of Deputies for advancing the case.

Five Justices heard the reading of the vote text of rapporteur Luís Roberto Barroso, in which he argues no obscurity or omissions have been found which may justify a new trial on the decision setting the rules for the proceedings. Thus, the Supreme Court has definitively rejected the rules for deliberations on  impeachment process which had been defined by lower house speaker Eduardo Cunha.
