President Michel Temer approved a new version of the so-called Livro Branco de Defesa Nacional, or White Book on National Defense, a list of policies, measures, and procedures aimed at the security and protection of the Brazilian sovereignty. Released in 2008, the publication is updated every four years, and addresses matters related to strategic scenarios, peace operations, humanitarian help, the modernization of the Armed Forces, rationalization, adaptation and economic support of defense structures.

The text will now be submitted to Congress. According to Defense Minister Raul Jungmann, defense measures go way beyond military activities. “Defense, diplomacy, and commerce have unbreakable ties. We must think and act together as much as we can,” he said.

Among other things, Jungmann pointed out the defense's work on strategic planning to protect the country's mineral wealth. "The nuclear submarine program, for example, is strategic to protect the pre-salt. We need this defense tool. "

The minister noted that during Rio 2016, 1,500 cyber attacks occured. "None was successful," said the minister.

Every four years, the government also updates the National Defense Policy and Strategy which, according to Jungmann, defines among its objectives to guarantee sovereignty, national patrimony, and territorial integrity; to increase the defense's capability; to safeguard people, property, resources, and national interests; to contribute to regional stability and international peace and security; and to promote the productive and technological autonomy in the defense area.
