In a ceremony held Friday at the Planalto Presidential Palace, President Michel Temer swore in four ministers: Deputy Antônio Imbassahy, now head of the presidency's government secretariat; Judge Luislinda Valois, as human rights minister; Wellington Moreira Franco, the new head of the president's General Secretariat; and Alexandre de Moraes, who was already Justice Minister, who was given the reins of the same ministry, now expanded and renamed as Minister of Justice and Public Security.

Before the ceremony, President Temer requested the observance of a minute of silence in memory of former First Lady Marisa Letícia Lula da Silva.

In his speech, Temer mentioned the reasons for the ministerial overhaul, highlighting the jail crisis—which started late last year, after the series of rebellions erupted in prison centers—as justifying the changes in the Justice Ministry.

“The administrative or legislative measures stem from the facts that have transpired in real life. The latest facts, especially those occurred this January, indicate the need for the federal government to expressly address public security,” he stated.

In the president's view, as was the case with human rights, the issue with the jail centers “has gone beyond every boundary,” both on national and international levels. After mentioning the plight of refugees, the president said that the creation of the Ministry of Human Rights is a key measure to bring together all the activities related to citizenship.

Regarding Antônio Ibassahy, Temer said he expects his support in strengthening the dialog between the Executive and Legislative branches, and showed confidence in the work and experience of Moreira Franco. Imbasshy excepted, all ministers sworn in Friday were already government officials.

The new minister of the Secretariat-General, Moreira Franco is to remain head of the Investment Partnerships Program (PPI in the original acronym), and will also spearhead the Special Social Communication Secretariat, as well as the President's Ceremony Department.

The first woman to be given a post as minister under Temer, Human Rights Minister Luislinda Valois was chief of the Special Secretariat for Politics on Racial Equality Promotion, connected to the former Ministry of Justice and Citizenship.
