Federal Police in Paraná brought charges against advertiser João Santana and his wife, Mônica Moura, before a federal court in Paraná on Tuesday (Mar. 22).

According to the criminal information document, there is compelling evidence that the couple, who were arrested as part of a crackdown at stage 23 of Operation Car Wash, holds unreported money abroad and has been implicated in money laundering, accepting bribes, and criminal conspiracy.

Besides the couple, investigators have also brought charges against Zwi Skornicki. Federal Police say there is evidence he held unreported offshore accounts, offered bribes, and was involved in money laundering and criminal conspiracy. Skornicki was also arrested as part of a raid at Operation Car Wash stage 23. He is the official representative in Brazil for Singapore's Keppel Fels shipyard, and is charged with paying kickbacks for business with Petrobras.

The charges mean Federal Police investigators have enough evidence to bring the findings for the Public Prosecutor's Office to decide whether or not to indict the accused.

João Santana was the chief campaign strategist for President Dilma Rousseff's re-election in 2014.
