All members of Federal Accounts Court (TCU) recommended on Thursday (Oct. 7), at an extraordinary session, the rejection of Dilma Rousseff's government accounting practices in 2014. The court's recommendation will be sent to Congress, which will vote to approve or not the government's accounts.

TCU ministers followed the vote of the auditor responsible for examining the accounts, Augusto Nardes, who recommended the rejection claiming there was "a violation in objective principles of the Law for Fiscal Responsibility, considered a scenario of fiscal misgovernance". He also declared the government created "an unreal situation", using maneuvers to hide additional costs.

TCU's audit debated on two issues. The delay to transfer funds for the government's expenses on social programs to two state-owned financial institutions (Caixa Econômica Federal and Banco do Brasil, which would be considered a credit operation—an illegal operation, when the government runs up debts with state banks for the payment of expenses). The other issue concerned five government decrees for additional loans signed by President Rousseff without congressional authorization.
