Taxes paid by Petrobras reached BRL 277.6 billion in 2025

The state-run oil giant is Brazil’s largest taxpayer

Petrobras paid BRL 277.6 billion in taxes and government royalties last year, the state-run oil giant reported Thursday (Mar. 12).

The amount is equivalent to an average of BRL 1.1 billion per business day. With this contribution, the company remains Brazil’s largest payer of taxes and contributions, accounting for about seven percent of national tax revenue.

The amount paid in 2025 exceeds the previous year’s contribution of BRL 270.3 billion by nearly three percent. The figures are not deflated, meaning they do not account for inflation during the period, which closed at 4.26 percent.

Destination

Taxes are allocated to the federal, state, and municipal governments. The government take, on the other hand, consists mainly of royalties from oil exploration.

There is also the special share – an extraordinary financial compensation payable by oil or natural gas exploration and production concessionaires for fields with high production volumes.

The report explains that, of the BRL 277.6 billion paid within the country in 2025, BRL 68.6 billion corresponds to the government take, comprising BRL 39.7 billion in royalties and BRL 21.5 billion in special share.

The main taxes paid to the federal government are on profits and on revenue.

The government take is transferred to Brazil’s oil authority ANP – a federal agency, which in turn distributes it to the federal government, states, and municipalities.

Of all the government share received by the regulatory agency in 2025, 65 percent came from Petrobras.

States

The states received BRL 113.8 billion from Petrobras in the form of tax on the circulation of goods and services. This represents 14 percent of the revenue collected by the 27 states.

Including the transfer of government take, the total amounts to BRL 132.9 billion. Rio de Janeiro (BRL 26 billion) and São Paulo (BRL 24.4 billion) collected the most. The largest oil fields in the country are concentrated along the coast of these two neighboring states, in the Santos and Campos basins, in São Paulo and Rio de Janeiro respectively.

Other countries

The company also reported that USD 448.65 million was paid in taxes abroad. The Netherlands (USD 264.69 million) and the US (USD 69.26 million) received the largest shares.
