The Executive Branch sent a message to Congress to withdraw the Bill of the National Congress (PLN) 36/21 , which opens a special credit of R$ 138.3 million. The resources originate from amendments from the general budget rapporteur, classified as RP9 (rapporteur's amendments).

Most of the resources, of R$ 128.3 million, would go towards fostering the agricultural sector. The remaining R$ 10 million were destined to the structuring of specialized health care units.

Originally, the special credit was part of PLN 31/21 . However, the Mixed Budget Commission decided to split the proposal because of the decision of the Federal Supreme Court (STF) which suspended the execution of the rapporteur's amendments, considering that there was a lack of transparency in the distribution by nominations by congressmen.
