Rubens Villar Coelho, a.k.a. Colômbia, is believed to be behind the deaths of indigenous expert Bruno Pereira and UK journalist Dom Phillips, murdered in June last year.
The document places the nation as member of Blue Justice, an initiative by the Norwegian government and the United Nations Development Program (UNDP) aimed at promoting transnational efforts against organized crime in the fishing industry.
