Caixa takes over management of DPVAT resources and payments

Caixa Econômica Federal begins to receive today (18) requests for Personal Injury Insurance Caused by Overland Motor Vehicles (Dpvat). Initially, claims for indemnity must be made at Caixa's branches and, soon, the bank will also make available the Caixa Dpvat application, making operations 100% digital.

Caixa assumed this Monday (18th) the management of Dpvat resources and payments, after a contract signed last Friday (15th) with the Superintendence of Private Insurance (SUSEP), a federal agency linked to the Ministry of Economy that regulates the insurance market.

Caixa will receive notices of claims occurring from January 1, 2021. Accidents occurring until December 31 of last year, regardless of the notice date, remain under the responsibility of Seguradora Líder , until then the insurance manager.

According to the president of Caixa, Pedro Guimarães, all insurance payments will be made “solely and exclusively” through the Caixa Tem application . “It's Caixa's digital bank, where accounts are free and where there is a great spray of all Brazilians in the most remote places, as we have already shown through the payment of emergency aid, immediate emergency withdrawal from the FGTS and BEM”, he said.

Guimarães explained that more than 105 million people already have the bank's digital account and it is estimated that around 500 thousand people a year have requests for DPVAT. “The vast majority must already have an account at Caixa's digital bank, at Caixa Tem. And whoever doesn't, we'll open the account for free. This is a very important move to minimize problems, fraud, especially for more humble people, eliminating intermediaries", he explained.

The request is free and can be made either by the victim or the beneficiary. After delivery of the documentation, Caixa has 30 days for analysis and payment. Rules

There is no change in the indemnity rules. Created by Law 6.194/1974 , the DPVAT compensates victims of traffic accidents, whether drivers, passengers or pedestrians, Brazilians or foreigners, regardless of guilt. The indemnity is paid in cases of death, total or partial permanent disability and for the reimbursement of medical and hospital expenses of the private network for physical damage caused by accidents with land-based motor vehicles or their cargo. Traffic accidents involving cars, motorcycles, trucks, pickup trucks, buses and tractors (subject to Detran licensing) are covered.

In cases of death, the indemnity value is R$13.5 thousand. In cases of permanent disability, the value is up to R$ 13,500, varying according to the victim's injury. Medical and hospital expenses are reimbursed in up to R$ 2,700, considering the amounts spent by the victim on their treatment. The deadline for requesting is up to three years from the date of death, awareness of disability or accident, as the case may be.

Dpvat in 2021

Insurance is paid annually by all motor vehicle owners. For this year, however, the National Council of Private Insurance (CNSP) approved a zero premium for Dpvat, that is, it will not be charged to consumers.

According to SUSEP, this was only possible because there is a surplus of resources, paid by vehicle owners in the past, which today is around R$4.3 billion. If the funds were not returned , Dpvat insurance premiums would vary between BRL 11.27 (DF) to BRL 86.67 (RO) for passenger vehicles, and between BRL 87.14 (SP) and BRL $696.41 (RR), for motorcycles, depending on the state in which the vehicle was licensed.

“We will definitely have resources for every year. It is a significant financial reduction for all taxpayers in the country”, said the superintendent of Susep, Solange Vieira. According to her, in the first half of this year, the government should submit a project to Congress to discuss a new policy for the Dpvat.
