Brazil DST starts Sunday in 11 states

Starting at midnight next Sunday (Nov. 4), Brazilians in 10 states plus the Federal District must adjust their clocks for the beginning of daylight saving time (DST). Clocks must be turned forwards by one hour until February 15, 2019.
The affected states are Goiás, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Paraná, Rio de Janeiro, Rio Grande do Sul, Santa Catarina, São Paulo, Espírito Santo, and the Federal District.
The Ministry of Mines and Energy explains that the North and the Northeast do not join DST as the change is more efficient as you go further away from the Equator, as the difference in daylight between summer and winter becomes greater.
In the country's Central-West, summer days are longer. The goal is to stimulate people and businesses to finish their activities earlier, enjoy natural daylight, and reduce the consumption of, and the demand for, electric energy from 6 to 9 pm.
