Neither-nor generation and elderly people to have job opportunities

Program shall offer scholarships and qualification

After closing the year 2021 generating 2,730,924 formal jobs - a record for the last decade - Brazil shall now have a program for initiation, qualification and reinsertion in labor market created by the country’s government, said on Tuesday (8) minister of Labor and Welfare Onyx Lorenzoni.

In an interview with radio program A Voz do Brasil, Lorenzoni spoke about the creation of job vacancies for people who live in a situation of informality - around 40 million Brazilians, of which 7.8 million belong to the so called neither-nor group – a reference to those who neither study nor work.

“Very often, for a person to be successful, to prosper in life, one needs a door to be open. And that's what the Volunteer Civil Service Program is all about. People work part-time fulfilling some tasks, while part-time they have the obligation to take a training course per semester,” he explained.

Those who participate in the Volunteer Civil Service Program must join it for at least one year. During this time, beneficiaries shall fulfill tasks established in the public notice by municipalities and must be enrolled in one of the approximately 200 free training courses offered by the S System. The municipalities will previously determine the value of the scholarship which will be complemented by a financial aid for transportation.

The program will have two different focuses, explained the minister. The first one is aimed at young people aged between 18 and 29 who have little or no work experience, and no professional qualifications. “The idea is to be able to build a ramp for social ascension” for this group, said Lorenzoni. “They can move to another level, both in terms of employability and income for their families”, he added.

The other group is made up of adults over 50 years old who have already had professional activities, but for social or economic reasons have been placed outside the formal market.

Even though the program primarily aims to benefit people enrolled in the income transfer program Brazil Aid and other social programs, all applicants shall be assisted according to vacancies offered, explained Onyx Lorenzoni.
