Police chief Maurício Luciano, who's been in charge of investigating the death of Bandeirantes TV cameraman Santiago Andrade, announced delivery of his final report Friday (Feb. 14). In the document, Caio Silva de Souza and Fábio Raposo are charged with murder, use of explosive devices, and criminal explosion, and are already in custody.

The investigator reiterated that Souza's allegations that young people have been lured into and paid to stir up unrest in protests and street demonstrations are covered in another case that is under investigation by Civil Police in Rio de Janeiro.

“Whether or not he has been paid to have certain conducts is irrelevant [to this case]. This will be dealt with in other separate cases. His allegations about political parties, or that someone has been carrying explosive materials to demonstrations, or even that he could have been paid in any way to cause unrest, is of no consequence to this investigation,” Luciano said.

As irrelevant, according to the investigator, is the alleged association of protesters with political parties raised by the suspects' lawyer, Jonas Tadeu Nunes. “As the head of these investigations, I can't let these issues interfere. This case won't be led astray by any other claims. I can't mix political elements into this. I'm not supposed to discuss if these demonstrations have been sponsored in any way, if there's anyone funding them, if there's anyone trying to disrupt them. That's a murder case that I'm working to turn in,” he concluded.
