Federal Police arrested businessman-rancher José Carlos Bumlai today (Nov. 24) in Brasília, as part of Operation Free Pass, the 21st stage of Operation Car Wash launched this morning. He has been taken to Curitiba, Paraná, where the cases arising from Operation Car Wash are held.

Operation Free Pass is an investigation into a bidding fraud involving a drillship contract with Petrobras. Besides the custody warrant against Bumlai, another 25 search and seizure warrants and six bench arrest warrants were served in São Paulo, Rio de Janeiro, Mato Grosso do Sul and the federal capital, Brasília.

According to Federal Police, “elaborate financial engineering operations were used by the suspects in an attempt to cover up the actual purpose of undue payments to public officials and executives at the state-run company.”

A total 140 federal police officers and 23 inspectors are involved in the operation. In this stage, the suspects face charges of bid rigging, misrepresentation, forgery, bribery, influence peddling, and money laundering.
